My Big Gubm’nt Agency (BGA) has fucked up something in its spending and internal controls, which means we get to report a violation of law. Was telling the boy about this yesterday evening, because it’s been dragging on for months now as we investigate, but we finally met with several senior managers and came to agreement that it is indeed a violation and so we have to report it per statutory and regulatory guidance. And somehow I got tasked with writing the first draft of the letters, which have to go to the Speaker of the House, the President of the Senate (aka the Vice-President), the Comptroller General and the President himself, through the Director of the Office of Management and Budget. Whee! Thankfully I’m not the one who will sign his name to the letters – someone much, much higher in the BGA gets to be that lucky stiff, but I have to write the majority of the story here.
The funny thing was that I didn’t consider this any big deal, it’s just part of my job. An annoying part, to be sure, but just part and parcel of working as an attorney for a BGA, practicing appropriations law. In mentioning that I had to write the letters, and who they’re going to, the boy did a double take, repeated the recipient list (with the phrase “you have to write letters to…”), and gave me a shocked look. I suppose it doesn’t help that he’s been watching the entire run-through of the show The West Wing lately, so he’s had politics on the brain.
It’s hard not to become jaded about such things, since they are part of my job, albeit a rare part. But it was interesting to see the reaction from someone who doesn’t live and breathe politics in his daily life.

Haven’t updated in forever (duh). Been dealing with a lot of messes at work, and not felt terribly motivated to deal with most of them. It’s exhausting when you’re working your butt off, and at the same time (it feels like) the entire country is complaining about what it is you do, and your bosses (Congress and POTUS) are talking about cutting your pay & benefits, on top of already constructively cutting them by freezing your pay, but still piling on additional costs for things like health care and pensions. So, yeah, hard to feel motivated. I suspect there will be a lot more of that going around when and if they implement the plan to increase our share of our pension contributions, since that’ll mean a 5-6% (minimum) cut in take home pay. Blah.
So, yeah, frustrated at work.
Other than that, I’m gearing up for next year’s season for my newbies, and seeing how much more I need to be doing. Trying to catch up on reading (the list of materials never gets smaller!). Trying to tweak/fix my eating habits – I gained way, way too much weight over this past year, between bad eating and lack of regular, sustained training. I wish it weren’t so damned easy to eat badly in this country (and frequently so expensive to eat well, though the salad bar by weight at work has been a cheaper option than the local sandwich shop when I fill the large part of the plate with greens).
Things continue to go well with the boy. Met his family last month, made a good impression. I still spend most nights with him and his beagle up at his apartment, though not every night (do have to do laundry on occasion, after all). It’ll be interesting to see how I’m going to work this with training and my coaching stuff with the newbies. An adventure, as life should be. Made him a scarf, so he’s been deemed knit-worthy. Left work, left DC, headed out to the midwest this weekend to get the training I need for my coaching certification from USA Triathlon. So far, it’s been really good. Lots of stuff to process and internalize, both for my newbies and for myself. The presenters have been good, though it was obvious the first was an educator as well as a coach, where the second was just a coach without so much of the educator vibe.
My back is complaining from the awful chairs they have us in, but some stretching tonight should help.
Getting to see my friend Troy this evening, part of the reason I chose this locale over Baltimore last month. He’s been out to see me a couple times in DC, so I’m returning the favor.

Work, with the shutdown drama, was absolutely nuts. The craziest I’ve ever seen it for my office. And it’s likely we’ll get to go through this in September/October again, unless Congress can get their collective act together and pass the bills on time, for the first time in well over a decade. Highly unlikely, so I imagine stress levels will rise again in 5 months. Plus we have to update all the old guidance we were forced to rely upon in the meantime, to reflect the new legal realities of the structure of the Big Gubm’nt Agency. Thank heavens we hired the 2nd appropriations attorney. I don’t think we could have done it all with just myself and my two supervisors.
Finished the 2nd book by Taubes, Why We Get Fat. More accessible than the first book, much less dense, but no less annoying in regard to bad dietary advice from much of the establishment. Not quite sure how to work in any of the changes, if at all, but I suspect I shall be modifying my diet a bit in the coming months. Again. In addition to modifying my training. Need to dial down my expectations, do some strength and flexibility work, and slowly build myself back up. Looking back now, I just wiped myself out with the IM, then backed off way too much without a recovery plan, didn’t modify my eating sufficiently, added all the work stress, and just killed my body. And then expected to pop back to “normal” runs and what not without any sort of base. Dumb, dumb, dumb. So, time to slow down, come back slowly, and build myself back properly.

Lots of things on the brain of late, but no time to put things down to writing. Work’s swamped, GAO inquiries, field offices using new institutional avenues to try to drive advice (which will backfire – annoy me and I’m not willing to bend over to find ways to be helpful, wretches), the possibility of a lapse in appropriations, the Office of Minutiae and Backlogs (OMB) driving us nuts with data calls, drafting assistance for the Hill, etc. Too busy, not enough time. And I have homework for next month’s coaching class. Not to mention the sweater knitting class which is formally done, but none of us have finished our sweaters. I think I’m going to recommend that she make it every other week for 4 sessions. It is, after all, a lot more knitting than most of us are used to.
But, yeah, overstuffed. And that’s part of what I want to write about, but only once I have time. Maybe soon. Maybe not.

Work has calmed down slightly, but is still a bit crazy. Did go down enough to allow the ulcer to finally heal up. Other than that I’ve been knitting like mad. Tonight was class #2 of the sweater knitting class I’m taking over at Stitch. So far so good. Was a little behind this week, but no worries, will be caught up enough to make the “steeks” next week (the spaces for the arm holes and the neck hole, so the stripes can continue across evenly). Carrying the yarn turned out to be surprisingly easy, which was nice to find out. So, new skill #1 learned successfully.
Still not back to an exercise routine, and I’m 2 months out from Columbia. Eeck! Just trying to get up in the morning right now is the struggle. Once I get it started it shouldn’t be hard to stick back with, but it’s the whole push into it that’s been difficult. And I’m sure the time change will help with that. Not. Diet hasn’t been bad, so I just need to push myself to get up and just start already.

The “bug” isn’t a bug, it’s just an ulcer. Caused by/exacerbated by stress. So the doc recommended a vacation. It took a lot of effort not to laugh. That definitely isn’t happening any time soon, unfortunately.
Work has been spastic all this past week. Shutdown mania hit, and while we may avoid that for a bit longer with the latest 2 week proposal, it’s been a tense time for most folks. I can survive one without too much pain if I cut back on things, but hopefully it won’t get to that. In the meantime, we’re getting a lot of planning done, and that’ll serve us well for the next one of these things. Which will come with the next big fight, over the debt limit.
The only thing that’s really held up personally is the septoplasty, which I’ve not yet scheduled. Understandably, I think. So it’ll wait until after the shutdown drama is done, until August with the break in the race schedule, or until after race season is over.

Hmph. I seem to have picked up another bug of some sort. This one just seems to be content with giving me a lovely sore throat. But only on the right side of my throat. No fever, no aches, just the one-sided sore throat. Most bizarre thing I’ve ever had. Went to urgent care on Saturday to see if it were strep, and I think I’m rapidly converting to the view that they’re practically useless, because both times I’ve tried them I’ve ended up going to see my primary care doc later anyway. Meh. Oh, and the quickie strep test came back negative. Ugh.
Other than that (which makes eating and talking loads of fun, let me tell you), work is slowly getting spun up with the possibility of a shut down after the current continuing resolution expires next Friday, the 4th. Both parties are playing chicken and government workers are stuck in the middle. You know, make some decisions, fund the damned government, be those levels up, down, or the status quo, but just fund us and let us do what we’re supposed to be doing – we’ll manage if you just give us some direction and let us run with it. The last time they did this back in 95/96 when large numbers of feds were furloughed Congress passed bills giving back pay to the workers sent home, but I just don’t see that happening this time around. Not a fun time, especially being the lead lawyer on fiscal issues. Oh, and bonus, it’s highly unlikely I’d be named as “essential personnel” so I wouldn’t be working or getting paid, either, if we shut down. Joy.
And all this is just a precursor to the fight over the debt ceiling later this winter/early this spring. That’s when the shit really hits the fan because even if an agency has multi-year or no-year funds and can keep operating without new money, the Treasury won’t be able to warrant out any funds to make payments, so it’s likely that at that point everyone will get shut down, period. No money to make tax refunds, to pay social security, make Medicare payments, etc. That’s when we’ll really see the shit hit the fan.
So, yeah, stress city right now. Can this winter be over yet?

Got some much needed cleaning done today, after giving an impromptu tour of the apartment & complex to a co-worker who is looking in the area. She and I had chatted Friday about the neighborhood, and then I ran into her on the street this afternoon while heading home from brunch so I invited her in to see the place. Was a tad embarrassing that I’d let it get so dirty, but hell, I’ve been sick for three weeks, I think I get a pass there.
Does mean I’ll try & call the cleaning person my neighbor recommended, though. I just don’t keep up with this enough, and I have to say I miss having someone else clean up every other week.
Brunch was fun. No mimosas, of course – still have antibiotics in my system and am not going to mess with that. Next week maybe? Very, very tired of being sick now. It’s just a minor lingering thing now, but still, enough already. Plus, would be nice to have it gone before I go see the ENT a week from tomorrow. Not that inflammation isn’t expected, but just the normal stuff, please, and not the cold on top of it.
Set up the exercise bike in the living room again, hoping to get in a ride, no matter how short, in the morning. Several weeks of inactivity have taken their toll and I’m ready to try and start up again.

Definitely feeling much better today. Mood improved, a tad more energy, though still not up for real exercise yet (and I feel like an absolute slug from the lack of exercise. Ugh). But it’s getting there, which is the important part.
Got kicked out of work even before the early dismissal time we got because of the storm here in DC. About half an hour before my 2 hour point da boss called and told us to get the heck outta dodge because the snow was worsening and traffic was starting to turn into a real clusterfuck. I managed to catch a bus, so rode home rather than walking (I was prepared to walk – duck boots and all – but glad for the ride). Traffic was definitely horked, but our driver was pushy and got us through without too much delay. Seeing the news reports from lots of friends without power tonight I am very, very glad I bought close to downtown where the power lines are all buried. And if I do ever buy in an area where the lines aren’t buried, the place had better have a working fireplace and room to stack some wood.
Our newbie program is coming together now, and I think it’s going to be a good one this year, certainly better than last year’s (which I think we let slip some, to be honest). Now that I’ve finally gotten more brain power back I’m putting together some of the training materials to supplement our plan, and liking how it’s coming together. Oh, and I got registered for the USAT coaching class in April, so I’ll be going out for coaching certification then. Not sure how long it’ll take once I take the course and turn in my test to get the results back, but I’m hopeful I’ll get certified and then we’ll have a coach for the newbies finally, like we’ve been adding coaches for the more “advanced” programs we’ve started.

Still haven’t been able to fully motivate back into training yet. When it’s hard to tell if the heavy breathing is from being de-trained, the cold temps (and dry air) on ye olde lungs, or some odd combination of the two, it doesn’t leave me very thrilled with the idea of going out for a run. I have been continuing to bike into work, throwing on some long underwear bottoms, heavy wool socks, and old jeans, and that’s been fine to keep my legs/feet warm enough for the ride in, but the top of the hill at 10th street is kicking my ass in the cold. I end up breathing heavy until after I get into the building and decently heated air.
Give me heat and humidity any day of the week. It’s a shame I’ve forgotten so much of my Mandarin or I’d see about applying for jobs in Taiwan again. Even with the pollution I think I’d prefer the weather.
The familia seemed pleased with their Giftmas largesse. And Mom seems quite pleased with her b’day Kindle. I was a bit worried on that, because she didn’t seem to show much interest in mine when I showed it off back in November, but went ahead with it anyway. The email tonight (she got it this afternoon) was most enthusiastic. Looking forward to geeking out with her on it. Wonder how much Dad will end up trying to steal it from her.
I think I’m going to be able to shoehorn a cleaner into my budget now that we’ve gotten the first paycheck stub of the year. I got a modest increase in pay thanks to a performance increase (and no thanks to the powers that be killing off our COLA for this and next year), and between that and the tax adjustments I think I can swing it. My bathroom certainly needs it, as does the kitchen. That’s one of the things I miss most from living at the Woodner – we paid two women to come in every other week and clean. It was worth every penny. I have a couple of names from neighbors, so I think it’s time to start interviewing.
Speaking of the powers that be, the new Congresscritters are in town now and while it was mostly quiet on that front this week, I did get an email just before I left tonight alerting me to an issue and a proposed powwow with our various appropriations staffers over it. Expected, that with the divide among parties, we’d start getting some crazy, but I was enjoying the lull before the storm. It’s not going to be dull for us the next two years, that’s for sure.
